THIS IS A PRE-SOLICITATION NOTICE! The Coalition Authority (CPA) Program Management Office (PMO), Baghdad, Iraq has a requirement for Locomotive Spare Parts and Kits for the 2250hp Thyssen-Henschel/EMD Locomotive (Model No. JT22CW 12-645E3B) and the Chinese made 2467hp Dalien Locomotive (Model No. CO-CO DF10FI). Spare parts range from engine components (e.g., piston assembly, speed transmitter) to maintenance items (e.g., fuel filters, batteries). This action is unrestricted and provides for full and open competition. A Firm Fixed Price Indefinite Delivery, Indefinite Quantity contract, with a base year and two option years, under FAR Part 12 - Acquisition of Commercial Items, is contemplated. The proposed solicitation number will be W914NS-04-R-0137. The solicitation will posted no later than 8 April, 2004.

The requirement for the Chinese made 2467hp Dalien Locomotive (Model No. CO-CO DF10FI) spare parts is hereby deleted from this notice and may now be found under the SOURCES SOUGHT synopsis, number FY5866-04-RFI-0004, posted on 28 March 2004, ending 13 April, 2004. The requirement for the Thyssen-Henschel/EMD Locomotive spare parts remains unchanged.
