This announcement is for the purpose of soliciting names of United States Construction firms, International Construction Firms and Joint Ventures interested in submitting an offer on the below described project.     To be considered a United States firm , the firm must:     be incorporated in the U.s.; have its corporate headquarters in the U. S.; the firm has filed corporate and employment tax returns in the U. S. for a minimum of two (2) years )if required); has filed State and Federal Income tax returns f or two (2) years (if required) and has paid any taxes as a result of these filings; and the firm employs U.S. citizens in key management positions.     Construction Security will be required.     The magnitude of this project is between $5,000,000.00 and $10,000 ,000.00.     Proposal Bid Period:     This solicitation is tentatively scheduled for release on or about 8 April 2004 and the proposal due date is 11 May 2004.     Do not send a request or call if this solicitation is delayed for any reason.     Firms who have request ed the solicitation will receive the solicitation when issued.     PORJECT SCOPE:     The work consists of Constructing a 7.5MW, 11KV power plant and associated distribution system at Forward Operating Base Falcon in support of a population of 5,000 personnel. Site Work includes clearing, grubbing and leveling the area for the power plan and plant operator's building.     Power plant will consist of individual enclosed generator platforms, a modular control room, modular switch gear, and required fuel system.     A mo dular plan operator's facility will be constructed to provide an area for 24-hour plan operators, to be used as an office area and bunkhouse (with latrine, shower and septic tank).     Electric distribution will consist of trenching, installation of transmiss ion lines, and backfilling as necessary.     Base camp 11KV distribution system will also include the construction or installation of new switch gear, transformers, associated equipment, and repair or refurbishment of existing equipment.     Request for solicita tions shall be sent in writing to Ms. Anne Marie Burke,U.
