The objective of the project is to rehabilitate an existing warehouse from being a covered storage facility into a service center to be used by another Contractor to store their specialized emergency response pipeline equipment, prepare the equipment for emergency response mobilization as required, clean and perform maintenance on equipment that comes in from the field operations, office space, and finally a place where the “hands-on” training shall be performed  for the various oil operating companies’ employees. 

 

The Contractor shall be responsible for planning and implementing a rehabilitation of a warehouse located at the Midlands Refinery Company in Daura.  The refinery is located along the eastern banks of the Tigris River, approximately 6 kilometers southeast from the present location of the GRD HQ building. The facility to be rehabilitated is located adjacent on one side to a warehouse making steel oil drums and another side to the railroad tracks separating the housing development and the working area on the refinery.  The storage facility is approximately 25 meters wide, 40 meters long and 8 meters high.  The facility is constructed of metal tubing and steel I-beams with a freestanding two meter high cinder block wall along the base, corrugated sheets bolted to the sides above the cinder blocks, and corrugated sheets on the top of the building.

Statement of Objectives:

 

  1. Grade the existing dirt surface on two sides of the facility to be level.   The contractor shall provide fill dirt to help level the surface.  The slope of the grade shall be towards the concrete hardstand.

  2. Provide gravel on the graded surface after it has been leveled.   The gravel shall be 2.5 cm in size and for a depth of 7.5 cm around the dirt surfaces.

  3. The area in the warehouse with the dirt floor shall have a depth of 30.5 cm removed and 5 cm dirt lifts be installed with a self-propelled vibrating machine until the area is at grade with the concrete floor.  Install a 13 centimeter concrete floor for the whole warehouse, including the office area.  The concrete floor shall have 10mm rebar on 30.5 cm center installed to provide additional reinforcement.    The new concrete will be placed on the existing concrete and dirt floor.

  4. Remove the existing corrugated asbestos tile on the top and three sides of the facility and be replaced with new sandwich panel made of tin and foam.  A new gutter and three downspouts shall be installed along the lower roof elevation.

  5. Install two new rolling doors for the facility.   Both doors shall have the height of the existing doorway.  Contractor shall measure the doors before installation.  The doors shall be made of galvanized steel, have manual handles to open and close the door, and have a locking mechanism installed.

  6. Install aluminum window, door, new sandwich panel made of tin and foam for the roof, and split unit air-conditioning system.

  7. Extend the water line from the drum making warehouse into the rehabilitated warehouse.  One bib shall be installed in the middle of the eastern wall in the warehouse, and the other bib on the same wall outside.

  8. Provide the necessary electrical routing from the adjacent drum making warehouse to this facility.  The electrical service shall service lighting, general receptacle loads, and three phase receptacle loads for motors.

    1. A new service entrance for the building shall be provided.  All circuits in the rehabilitated facility shall originate from this panelboard.

    2. The office space shall have three fluorescent fixtures, one light switch, two 220V, single phase, 50 Hz receptacles, and the necessary wire to make the system to work.  One of the two receptacles shall be its own circuit for the connection of a split unit air-conditioning unit.

    3. The warehouse area shall have high intensity discharge (HID) fixtures installed to provide a minimum of 30 lumens at the height of 3 feet above the finished floor.  These HID fixtures shall be placed on a minimum of one dedicated circuit, and more dedicated circuits may be needed as the load requires.  Light switches for the HID fixtures shall be located near the office.

    4. The warehouse shall have four single-phase 220V, 50 Hz receptacles and four three-phase 400V 50 Hz receptacles installed.  One type of each receptacle shall be mounted to each of the walls.  The receptacles shall be the heavy duty type.

    5. Six HID floodlight fixtures shall be installed on the exterior side of the facility.  A minimum of 150 watts of illumination shall be required of the floodlight fixtures.  Two fixtures shall be mounted to the exterior side of the facility, another two light fixtures to the southern side of the facility, and the last two light fixtures to the western side of the facility.  The floodlight fixtures shall be on a dedicated circuit.  The light switch for the HID floodlight fixtures shall be located near the office.  The exact location of the fixtures on the wall shall be directed by the Contracting Officer Representative.

    6. All wires to the single phase receptacles shall carry a minimum of 20 amps.  All wires to the three phase receptacles shall carry a minimum of 100 amps.

 

  1. Install a 3 meter high chain link fence around the facility as a Security means.  The 3 meter shall be measured from the final grade after the area had been graded and gravel installed.  The fence poles shall be round and constructed of galvanized steel with a 6.4 cm diameter.  At the top of the fence, the Contractor shall install a 90 degree V steel angle, 5 cm thick and 50 cm in length.  The V angle shall be used for concertina wire to be installed at a later date.  Triple barbed wire on each side of the V angle shall be installed by the Contractor.  The mesh wire shall also be galvanized wire (BRC) with a thickness of 3 mm.  Finally, a view blocking screen shall be installed in the fence.  The fence shall be reconfigured to match with the enclosed drawing.  There shall be no sliding gates installed, but instead a 12 meter long steel drop arm shall be installed at the location shown on the map. 

 

  1. Install one new metal column to be installed in the facility.  The column shall match the other columns.  All metal columns shall then be painted gray.

 

  1. Phasing:  The project shall be phased to enable certain tasks to be done first.  The grading, placement of gravel and fence shall be done first.  The placement of the concrete floor in the warehouse and office space shall be the second task.  The sequential removal of the asbestos tile and the placement of the new tin and foam sandwich tile shall be the third task.  Finally, all other work in the tasks shall be done in any order the Contractor chooses to do them.
