Description

The U.S. Agency for International Development (USAID) anticipates the award of a base contract with options to provide experienced personnel for Program Advisors and Oversight for USAID?s Mission to Iraq. Please note that this RFP is for services in Iraq and AID/W and not the Dominican Republic, our office is handling this procurement on behalf of USAID. The specific tasks include: Overall planning, monitoring, coordination, management, and reporting on reconstruction and rehabilitation activities to ensure that activities are efficiently and effectively implemented in a manner that achieves the objectives of the U.S. Government. Provision of logistical and support services for the USAID/Iraq Mission, including support for the Controller and the Executive Office in multiple locations. Planning reconstruction and rehabilitation activities, including the preparation of statements of work and other guidance for the preparation of damage assessments, programs of repair, emergency measures, and other activities. Assistance in establishing priorities for reconstruction and rehabilitation efforts. Monitoring the implementation of reconstruction and rehabilitation activities, with emphasis on identifying constraints, issues, logistical needs, and dependencies of a specific contractor for inputs to be provided by other contractors. Coordinating specific reconstruction and rehabilitation activities with other specific reconstruction and rehabilitation activities (e.g., so that road and bridge repair is coordinated with logistical needs such as port operations; or that repair of electricity distribution is coordinated with needs for power for water pumps). Field inspection of reconstruction and rehabilitation progress, as feasible, with emphasis on assuring that work is carried out in the quantity and quality specified. Providing technical advice on the technical feasibility, appropriateness, and value of proposed changes in reconstruction activities. Preparation and presentation of program reports and success stories. Liaison and coordination with other donors, NGOs, civil society groups, government officials, and the military. Establishing and maintaining a small grants program as directed by the Mission Director or his/her designee, in coordination with the relevant contractor technical specialist. The NAICS Code for this procurement is 541611. The solicitation will be posted on the FEDBIZOPPS web page (i.e., www.fedbizopps.gov) not less than fifteen (15) days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, no solicitation will be available for pick-up, and no walk-ins will be allowed. Attached to this RFP Presolicitation Notice is a DRAFT STATEMENT OF WORK (SOW) issued on www.fedbizopps.gov for the purpose of receiving comment and advice from firms and organizations eligible to compete for these contracts, experts in the area of relief and rehabilitation programs, and any other interested parties. Please do NOT submit a proposal in response to this Draft SOW. USAID invites comments and suggestions in response to this Draft. We hope this exchange of information will improve the understanding of our requirements and that it will also help USAID enhance its ability to obtain quality services at reasonable prices. Comments on the feasibility of our requirement are also welcomed. The public?s response to this Draft SOW will be considered as USAID prepares the RFP in its final form.
