Planning reconstruction and rehabilitation activities, including the preparation of statements of work and other guidance for the preparation of damage assessments, programs of repair, emergency measures, and other activities.

Assistance in establishing priorities for reconstruction and rehabilitation efforts.

Monitoring the implementation of reconstruction and rehabilitation activities, with emphasis on identifying constraints, issues, logistical needs, and dependencies of a specific contractor for inputs to be provided by other contractors.

Coordinating specific reconstruction and rehabilitation activities with other specific reconstruction and rehabilitation activities (e.g., so that road and bridge repair is coordinated with logistical needs such as port operations; or that repair of electricity distribution is coordinated with needs for power for water pumps).
