Description

Purpose.   &nbspTo obtain the most efficient and cost effective method for providing security services for protection of personnel and facilities in Iraq.   &nbspThis market research includes determining if the Government??????s needs may be met by a type of ser vice customarily available in the commercial marketplace, identifying market practices, and examining the vendor base capabilities for obtaining these services.   &nbspSCOPE OF REQUIREMENT.   &nbspProvide all resources and management necessary to perform security services for protection of facilities and personnel in Iraq.   &nbspPrimary areas of operation will be around Baghdad, Mosul, and Basrah; however, services may be provided throughout CENTCOM where U.S. Army Corps of Engineers operat ions are underway.   &nbspServices may include: 1. Convoy escorts (vehicular and personnel) and travel protection:   &nbspprotection of designated personnel from terrorist or criminal attacks during travel to/from project worksites and while engaged in the performance   &nbspof duties.   &nbspIncludes actions to counter, deter, detect, and respond to threats to designated personnel through threat analysis, personal security operations, operations security (OPSEC), responsive communications, and integrated team support. 2. Supervisi on and administration of security forces: Includes scheduling of security force activities, prioritizing tasks and missions, developing work rotation schedules, providing liaison between the contract security force and Corps of Engineers command/staff elem ents, and providing administrative support & oversight for all contract security personnel.   &nbsp3. Facility access control and guards (posted and patrolling): Physical protection of facilities, personnel, property, and materials.   &nbspIncludes actions to counter,   &nbspdeter, and detect threats through physical overwatch, static or mobile surveillance, and foot or vehicle patrol activities at designated sites.   &nbsp4. Anti-terrorism support and analysis:   &nbspIncludes security planning by AT/FP specialists.   &nbspOverall responsibil ity is to protect personnel, information, and critical resources from criminal or asymmetrical threats.   &nbspIncludes AT/FP operations, physical security assessments, risk management, intelligence analysis, and combating terrorism.   &nbsp5. Personnel security detai ls (PSD):   &nbspIncludes VIP security details.   &nbspDuties are to provide specially trained employees to protect designated personnel from assassination, kidnapping, injury, and embarrassment.   &nbspResponsibility includes actions to counter, deter, detect, and respond to threats to designated personnel using threat analysis, personal security operations, operations security (IPSEC), responsive communications, and integrated team support.     &nbspPeriod of Performance/Magnitude.   &nbspExpected to be one (1) base year, plus four (4) one year option periods for a possible total of a five (5) years, if the Government chooses to exercise the option periods.   &nbspThe anticipated contract type is firm fixed price .     &nbspInstructions to Interested Parties.   &nbspAll information contained herein is preliminary and subject to change.   &nbspParticipation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government.   &nbspNarrative answers are requested.
