The Naval Surface Warfare Center Panama City, Florida intends to solicit competitive proposal for the machining of eight (8) each Battery Boxes in accordance with drawing 53711-6893414-1. Close tolerances (0.XXX +/- 0.010) are required on dimensions up to 38.850 inches. These boxes are machined from 6061-T6 Aluminum Plate, 9.5? to 10? thick     x     24.5? wide     x     39.5? long. The government will furnish this material to the contractor. The contractor shall provide and maintain a quality system that, at a minimum, adheres to the requirements of ISO 9001-2000. The finished items will be delivered to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 332710 applies. SBA Size Standard is 500 employees. FSC is 2090. Telephone requests will not be accepted. Solicitation will be available for download on or     about 17 Feb 04. STATEMENT OF WORK
SEAL DELIVERY VEHICLE BATTERY BOXES
1.0 SCOPE
This Statement of Work (SOW) describes the requirements necessary for the contractor to provide SEAL Delivery Vehicle MK 8 MOD 1 (SDV) Battery Boxes required for SDV production. The Naval Surface Warfare Center, Panama City (NSWC-PC) point of contact for this SOW is Mr. Mike Boatman, Code E43, phone (850) 235-5550.
2.0 APPLICABLE DOCUMENTS
The following documents, of the latest issue, form a part of this SOW to the extent specified herein. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall take precedence. Documents referenced in the primary references shall be for guidance only.

3.0 REQUIREMENTS
3.1 The contractor shall provide eight (8) each SDV part number 6893414-1, Battery Boxes in accordance with the drawing identified in section 4.3, together with the Objective Quality Evidence (OQE) identified on the drawing and the Quality Control (QC) inspection reports.
3.2 On drawing 6893414, the contractor shall comply with drawing notes with the following exceptions.
Notes 1 through 5: Comply as written.
Note 6: Do not use.
Note 7: Comply with C only, A and B do not apply.
Note 8: Use for reference only. There is no requirement on this order to anodize the components, however machining and QC must take future anodizing into consideration.
Note 9: Do not use.
Notes 10 and 11: Use for reference only. There is no requirement on this order to anodize the components, however machining and QC must take future anodizing into consideration.
Note 12. Do not use.
3.3 On drawing 6893414, the contractor shall note the following comments regarding the Parts list.

3.4 The contractor shall provide and maintain a quality system that, at a minimum, adheres to the requirements of ISO 9001-2000 (ANSI/ASQC Q9001) and shall require and verify similar QC from any subcontractors and/or appropriate vendors contributing to this delivery order.
3.5 The contractor shall perform 100% inspection on any three (3) of the eight (8) Battery Boxes.
3.6 The contractor shall perform, at a minimum, a critical elements inspection on the remaining five (5) Battery Boxes in accordance with the Critical Elements Requirements and Inspection Report and fit-check components provided.
3.7 The contractor shall provide OQE and QC inspection reports in accordance with CDRL A001
3.8 The contractor shall provide a Bi-Weekly Status Report in accordance with CDRL A002 containing, at a minimum, accomplishments since the last report, any problems encountered together with resolutions, and projections for the next reporting period.
3.9 The contractor shall provide a Final Status Report in accordance with CDRL A003 containing, at a minimum, a synopsis of the Bi-Weekly Status Reports and summarizing the whole contract period.
3.10 Should a Battery Box not be QC acceptable, it shall be replaced by the contractor at the contractor’s expense with no change to the delivery schedule. Replacement aluminum stock shall be purchased from the Government at a cost equal to the stated GFM value.
4.0 GOVERNMENT FURNISHED PROPERTY
All residual Government furnished property shall be returned to NSWC-PC, Code E43, at the conclusion of the period of performance.

4.3 Government Furnished Information
1. The following SDV Drawings will be provided in electronic format as .pdf files. Files may be copied and/or printed as required. Upon completion of the delivery order, all Government furnished files and copies shall be deleted and all printed files/drawings shall be destroyed in accordance with section 8.

2. Critical Elements Requirements and Inspection Report for 6893414-1, Battery Box.
5.0 DELIVERIES
5.1 The contractor shall provide deliverables in accordance with attached Contract Data Requirements List, DD Form 1423, Exhibit A. All CDRL deliverables to NSWC-PC Code E43, shall be sent to Mr. Mike Boatman’s attention.
5.2 The contractor shall package and pack hardware deliverables in accordance with best commercial practices to insure that no damage occurs to the delivered components during shipping and handling.
5.3 The contractor shall package the OQE and QC inspection reports (CDRL A0001) separate from the hardware to be delivered to NSW-PC concurrently with the hardware with each OQE package corresponding to a hardware delivery.
6.0 PERIOD OF PERFORMANCE
The period of performance shall be from issuance of order until 19 July 2004.
7.0 SECURITY
This is an UNCLASSIFIED effort. The
contractor will not require access to classified information. All work
generated by the contractor will be UNCLASSIFIED.
8.0 DISTRIBUTION LIMITATIONS STATEMENT
Technical documents generated under this task shall carry the following handling statements affixed to the cover and title page.
(1) Use Distribution Statement D. Distribution authorized to DOD and US DOD contractors only; Administrative/Operational use; 15 Jun 90. Other requests for this document must be referred to Naval Surface Warfare Center - Panama City (NSWC-PC), Code E43, 110 Vernon Avenue, Panama City, FL 32407-7001.
(2) No distribution of this document shall be made to DTIC
(3) No secondary distribution authorized without prior written approval of NSWCPC, Code E43.
(4) In addition to the above, apply the following caveat to SDV technical documentation:
WARNING – This document contains technical data whose export is restricted by the Arms Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25.
Destruction Notice - For classified documents, follow procedures in DOD 5220.22‑M, National Industrial Security Program Operating Manual, Chapter 5, Section 7 or DOD 5200.1‑R, Information Security Program Regulation. For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document.
9.0 RELEASE OF INFORMATION
All technical data provided to the contractor by the government will be protected from public disclosure in accordance with the markings contained thereon. All other information relating to the items to be delivered or services to be performed under this contract may not be disclosed by any means without prior approval of the authorized representative of the Contracting Officer. Dissemination or public disclosure includes, but is not limited to, permitting access to such information by foreign nationals or by any other person or entity; publication of technical or scientific papers; advertising; or any other proposed public release. The contractor shall provide adequate physical protection to such information so as to preclude access by any person or entity not authorized such access by the government.
